한국외국어대학교 사회과학대학 정치외교학과를 졸업했고 미시건주립대학교(Michigan State University)에서 정치학박사 학위(1994)를 받았다. 현재 한국외국어대학교 정치외교학과 교수로 있으며, 한국정치정보학회 회장을 맡고 있다. 주요 논문으로는 “국제사회에서의 세계화, 민주화, 반부패 간 연관성 고찰 : 정부 형태 및 국민 일인당 순소득 유형별 분석”, “Empirical Studies on International and East Asian Anti-Corruption Situations : Focusing on the Relationships among Glo- balization, Democratization and Anti-Corruption” 등이 있다.
